In Germany no photographer or camera operator needs any permission for photographing or filming persons who are attending public gatherings. (Law on Copyright concerning works of applied arts and photography, § 23 (1) paragraph 2

The same applies for publishing of photos or videos taken at a public gathering, as long the given context is made transparent in the framework of the format of publishing.
