‘Lukashenka Makes It Clear What To Prepare For’

Is complete dispossession awaiting foreign investors?

At the beginning of 2025, Aliaksandr Lukashenka began to talk a lot not only about the ‘change of generations’, but also about ‘justice’. Under threat of dismissal, he demanded from the government to come up with a formula of ‘fair’ pricing, and from investors - to share their profits ‘fairly’.

‘And these are words worth believing,’ said independent analyst Siarhei Chaly in his author's programme on the Belarusian Investigative Centre channel. ‘And we even understand what we should prepare for. And in what direction he is thinking’.

He reminded that taxation innovations came into force in Belarus on 1 January. They introduce an increased tax on dividends from foreign capital from 15 to 35%. According to Chaly, the authorities are trying to prevent the export of capital outside Belarus in such a way.

Various restrictions have existed before, but now, notes the analyst, ‘the authorities are moving to a new level. If earlier the ban on exports concerned equipment, now these restrictions will be extended to the profit earned in Belarus.

‘Everything earned in Belarus should remain in Belarus,’ Chaly interprets Lukashenka's words.

Thus, according to him, the investor turns into an ‘easy meat,’ which is first ‘lured to Belarus,’ and then ‘not allowed to leave.’

‘You've earned here, so invest here. And any attempt to export capital, and now it implies financial capital, is perceived as a crime. That means you earned - we earned,' the analyst explains the logic of the Belarusian authorities.

According to Chaly, this is ‘justice,’ as Lukashenka understands it.

And then the expert comes to a disappointing conclusion for the authorities:

‘If you want to cope with the export of capital by banning it, you will inevitably get a lack of capital imports’.
