France Discusses Mining With Ukraine

Zelensky has made a number of proposals not only to the United States.

France has been negotiating with Ukraine since October 2024 on the use of Ukrainian minerals for its defense industry. This was stated by the Minister of the French Armed Forces Sebastien Lecornu, who was quoted by the France Info radio station on Thursday, February 27.

According to the head of the defense department, this aspect was raised last autumn, when Ukrainian President Volodymyr Zelensky “included the raw materials issue in his victory plan” during a visit to Paris. The Ukrainian president made “a number of proposals not only to the United States, but also to France,” Lecornu noted.

“Volodymyr Zelensky and his team saw that this raw materials issue could be one of the elements of a deal with us to create sustainability,” the minister continued. “So President Trump did not come up with this (proposal for rare earth metals — edit.) entirely, because the Ukrainians themselves did it,” he added.

“Our defense industry will need a number of key raw materials for our own weapons systems, not just next year but for the next 30 or 40 years,” Lecornu said. He would like France to “diversify” its imports of such resources.

The defense chief added that French President Emmanuel Macron had asked him to “enter into discussions with the Ukrainians” since last October at the “French level”.
