The decisions of the President of the United States of America Donald Trump regarding Ukraine are dictated by the implementation of the plan of the White House Special Representative for Kyiv and Moscow Keith Kellogg. The document was submitted three years ago, and it seems that it is on its points that Trump is now going.
“Trump’s tactic to bring Ukraine to heel and force the country to negotiate on peace follows a careful plan written and published in black and white last summer by none other than the president’s Kyiv envoy,” writes The Telegraph.

Journalists write that the United States is preparing a plan to lift sanctions against Russia immediately after the cessation of hostilities. According to Reuters, Washington is already considering how to do this at a fast pace.
Long-Term Security

The United States could launch a deal that meets the interests of both Ukraine and the United States itself. A long-term security architecture should be established to ensure the defense of the Ukrainian state.
What is actually happening
As many believe, this section is a promise to arm Ukraine "to the teeth" if Moscow fails to reach an agreement with Kiev and Washington, or fails to fulfill the terms of the deal. Also in the section there is a list of security guarantees that the United States has not yet offered to Ukraine.
