Leaders Of 26 EU States Agree On Declaration In Support Of Ukraine At Summit In Brussels

Only Orban was an exception.

Leaders of 26 out of 27 EU member states agreed on a declaration in support of Ukraine at a summit in Brussels on 6 March. Only Hungarian Prime Minister Viktor Orban refused to vote in favour of the decision.

This is reported by Radio Svaboda.

The declaration states support for the potential deploying of peacekeepers in Ukraine under the ‘Common Security and Defence Policy’ (CSDP) mechanism, under which the EU participates in peacekeeping operations.

‘In light of the negotiations on a comprehensive, just and lasting peace, the European Union and Member States stand ready to contribute further to security guarantees on the basis of their respective competences and capabilities, in accordance with international law, in particular by exploring the possible use of the instruments of the Common Security and Defence Policy (CSDP),’ the document reads.

26 of the 27 EU members also reaffirmed their continued and unwavering support for Ukraine's independence, sovereignty and territorial integrity within its internationally recognised borders.

The European leaders noted in the declaration that a ceasefire can only happen ‘as part of a process leading to a comprehensive peace agreement, and any such agreement must be accompanied by credible security guarantees for Ukraine that will contribute to deterring future Russian aggression’.

The document also states that peace should be based on respect for Ukraine's independence, sovereignty and territorial integrity. It is noted that there can be no negotiations on Ukraine without Ukraine and without Europe.

However, Orban's refusal to vote in favour of the declaration means that it will not be part of the official conclusions of the EU summit, but will be contained in annexes to those conclusions, ‘strongly supported by 26 member states’.

EU Summit in Brussels

We remind you that a special meeting of the European Council was held in Brussels on 6 March. It was also attended by Ukrainian President Volodymyr Zelensky.

The summit of EU leaders was dedicated to increasing European defence spending and assistance to Ukraine. Among other things, the EU leaders discussed the European contribution to the security guarantees needed to ensure lasting peace in Ukraine.
